Market overview
The Ministry of Agriculture reported that in 2023, Russia’s cream production increased by 21%, cheese production by 16%, and ice cream production by 12%. The Russian dairy market is experiencing strong growth in 2023. Raw milk production exceeded 33.5 million tons, an increase of 3.6% from 2022. This performance makes Russia the fifth largest milk producer.
In 2023, Russia exported 215,000 tons of dairy products, an increase of 9% over the previous year. Exports of milk powder increased the most, almost five-fold, followed by whey, which doubled in volume. The main export markets for Russian dairy products are China, Kazakhstan, Armenia, Belarus, Uzbekistan and Azerbaijan.
Professionals within the Russian National Milk Union are convinced that the upward trend in milk and dairy product consumption in Russia will continue. This metric is expected to grow by approximately 3% by the end of 2024.
However, the Russian packaging industry is relatively backward. Food produces a lot of losses during processing, storage, transportation and sales, with the total loss rate as high as 30%. Domestic production can only meet an average of 40% of the annual demand for color printing, box-making and other materials used for packaging in the food industry. Taking the filling and capping production line as an example, the annual production capacity of Russian production lines is about 600. Most of them are equipment with single technology, backward technology, and low degree of self-transportation. The production capacity of inkjet printing equipment is also very weak. Therefore, Russian companies have a growing demand for equipment for the dairy and packaging industries.
The Russian market capacity and potential is extraordinary. There are more than 7,700 companies in Russia involved in dairy production, and these companies need to modernize their existing equipment. Many European, American and Japanese original equipment manufacturers have suspended operations in Russia and dairies are looking for ways to use similar equipment to provide MRO (maintenance, repair and operation of equipment) services.

Government agencies have decided to extend support measures for the dairy industry, including concessional loan schemes, which are crucial to easing the capital borrowing difficulties faced by producers due to the key interest rate of 16%. Experts from the National Milk Union are optimistic about the continued growth of milk and dairy products consumption in Russia, predicting that consumption will increase by about 3% by the end of 2024. In 2023, Russian dairy products have been exported to more than 60 countries, and it is expected that by the end of 2024, the number of export destinations will further increase.
